As Dean of Academic Quality and Enhancement, Jethro is head of the University of Chester’s Learning and Teaching Institute and the Department of Academic Quality Support Services. He received his doctorate from the University of Wales. His publications are in the areas of higher education policy, including evaluation of policy and strategy implementation in the areas of quality assurance, learning and teaching, and e-learning.

An experienced auditor for the UK Quality Assurance Agency, and before that, the UK Higher Education Quality Council, Jethro contributes to the European University Association (EUA) Institutional Evaluation Programme and has completed assignments for EUA in Portugal, Turkey, Lebanon, and Palestine. He has also worked in an advisory capacity on higher education policy as a member of the International Advisory Board of the National Science Research Foundation of South Africa.

Jethro has pursued his wider academic interests at national level, in both England and Wales, through membership of the HEFCE Assessment Panel for the Centres for Excellence in Learning and Teaching initiative, and the Advisory Panel for the Higher Education Academy National Teaching Fellowship Scheme. A former member of the Higher Education Funding Council for Wales Learning and Teaching Committee, he also chaired the Welsh Universities Academic Development Group.
