Institutional Performance Indicators: Which ones are needed to steer the institution?

1-2 December 2006
University Louis Pasteur, Strasbourg, France

In collaboration with the Leadership Foundation for Higher Education (UK) and the Centre for Science and Research Management (D).
With the support of the European Commission.

The workshop is designed for heads of institutions - rectors, vice-rectors -, heads of administration or whole leadership teams who in times of ever increasing pressure for performance improvement, transparency and accountability need valid information about how their institution is functioning. This information may be partly quantitative (financial, statistical), partly qualitative. Depending on objectives and purpose, different sets of indicators may be used.

Given the complexity of the topic and the great diversity and levels of development in European institutions, this workshop aims at adding value at the European discussion level by focusing on internal institutional performance indicators. While specific research indicators are more commonly known and used, general institutional indicators and their effective use are a rather new territory to explore for many HEIs.

The workshop provided input and cases addressing the t

  • “Which indicators are needed to steer the institution?”
  • “How do we know how well the institution is performing as a whole and in its different parts?”

The workshop also addressed related questions of great relevance for most European HEIs:

  • How and where do we gather the necessary data?
  • How do we motivate the university community to provide them?
  • How can we process the data effectively?
  • How can we relate them to external indicator schemes?
  • What resources are needed?

The workshop featured three different types of input:

  • a) national institutional indicator systems;
  • b) cases by rectors / heads of administration who have used different sets of indicators to address their specific institutional requirements;
  • c) learning from others: practice and experience from municipalities.
