USTREAM fuels national discussions on university efficiency, autonomy and governance in Latvia

The first USTREAM national policy dialogue event took place on 8 May in Riga, Latvia.


Organised jointly by the European University Association, the University of Latvia and the National Rectors’ Conference, it was dedicated to the issues of university efficiency and effectiveness, and their links to funding, autonomy and governance.

The event was opened by Kārlis Šadurskis, Minister of Education and Science of the Republic of Latvia, Professor Indriķis Muižnieks, Rector of the University of Latvia, and Thomas Estermann, EUA Director Governance, Funding and Public Policy Development. A broad range of national higher education stakeholders, including representatives of Latvian universities and higher education colleges, the Student Union of Latvia, the Saiema of the Republic of Latvia and the Foreign Investors’ Council, participated in the dialogue.

Based on USTREAM project findings and the evidence collected by EUA for its Autonomy Scorecard and Public Funding Observatory, the participants discussed possible ways to foster the efficiency and effectiveness of universities by further aligning the funding and autonomy provisions and optimising the internal governance structure of universities.

The next two USTREAM national policy dialogue events will take place on 6 June in Graz, Austria and on 15 June in Kaunas, Lithuania.
