The Brave New (and Smaller) World of Higher Education: A Transatlantic View

This essay emerged from the rich conversation of the Transatlantic Dialogue held in July 2001 at the Université Laval in Quebec, Canada. The purpose of this meeting was to explore the forces shaping change in higher education in the United States (ACE), Canada (AUCC), and Europe (EUA); analyze how institutions and policy makers are responding; and assess the costs and benefits of these responses. This paper is the first in a series associated with a new ACE initiative, the Changing Enterprise Project, that seeks to chart and understand the new directions colleges and universities are pursuing to respond to increased competition and changing fiscal realities.
