Global University Associations Forum issues joint statement on Global Recognition Convention

23 April 2024

Members of the Global University Associations Forum (GUAF) have released a joint statement on the topic of the UNESCO Global Convention on the Recognition of Qualifications concerning Higher Education, or Global Recognition Convention in short.

In this statement, GUAF members highlight the Global Recognition Convention’s potential to establish universal principles for fair and transparent recognition of qualifications in higher education on a global scale. In addition, they point to key actions that need to be taken in order to ensure the right framework conditions for the Convention’s vision to be achieved, such as adequate investment in recognition infrastructure and resources, and the need to enhance professional development for staff working in recognition. Through its statement, GUAF members also commit to continuing their support for higher education institutions and other relevant stakeholders in strengthening their recognition systems and procedures.

“This statement is an important milestone in global collaboration, demonstrating that in all regions there is support from the university sector for the Convention, and a shared vision for what needs to be done in order to make this a success”, stated EUA Secretary General Amanda Crowfoot, on the occasion of the statement’s launch.

GUAF, of which EUA is a founding member, has an annually rotating chair, currently held by the China Association of Higher Education (CAHE). The Forum was established in 2021 as a platform of dialogue, cooperation and joint action among leaders of university associations representing Africa, the Americas, the Arab Region, Asia, and Europe. Other strands of GUAF’s activities have focused on international mobility, sustainability in international collaboration, and limitations on international collaboration, particularly in relation to institutional autonomy and academic freedom.
