Europe has long championed international cooperation in research and innovation, reflected in the wide network of countries already associated to Horizon Europe, as well as others that are now progressing toward association. As the EU prepares its next long-term budget (multiannual financial framework), we are entering a new phase that will shape collaboration for years to come.
This pivotal moment comes as discussions advance on the next Horizon Europe programme (FP10) and its links to the proposed European Competitiveness Fund (ECF). These negotiations will define the future framework for international cooperation and offer an opportunity to deepen long-term, mutually beneficial partnerships between the EU and its global partners.
At the same time, certain evolving aspects of FP10, such as dual use and linkages with the ECF, may create hurdles between the world’s top researchers, limiting their full participation or challenging future association to the programme. This could weaken the international scientific collaboration that has long been one of Horizon Europe’s defining strengths.
This roundtable will explore how international collaboration supports competitiveness, the strategic value of diverse partnerships across regions, and the policy conditions needed to ensure that FP10 and the ECF deliver mutual maximum benefits for the EU and its partners alike.
This event is organised by MEP Eszter Lakos and the European University Association (EUA), in collaboration with Universities UK International (UUKi).
