The European Commission has announced the creation of a dedicated expert group to design a strategic and evidence-based approach for selecting and managing large-scale research and innovation initiatives under the EU Research and Innovation Framework Programme.
These "directional initiatives" – such as European Partnerships and EU Missions – play a vital role in addressing complex societal and technological challenges that require coordinated, long-term efforts and cross-sector collaboration.
While these initiatives are central to achieving EU policy goals and creating large-scale impact, the absence of clear, objective criteria for their selection has led to overlaps, difficulties in prioritisation, and challenges in adapting to emerging needs. To address these issues, the Commission’s Directorate-General for Research and Innovation (DG RTD) will appoint up to five independent experts to develop a comprehensive methodology for identifying and evaluating proposals for such initiatives.
The expert group will work to define criteria and indicators for selecting thematic areas where directional approaches are most justified. It will also propose how to structure a balanced and coherent portfolio of initiatives that maximises impact, ensures efficient resource use, and remains responsive to evolving EU and global priorities. The group’s work will include practical testing of the proposed methodology through a case study and will contribute to preparations for the next Multiannual Financial Framework.
Experts appointed to the group should demonstrate strong experience in areas such as strategic policy planning, foresight, portfolio management, and economic analysis of R&I investments. Familiarity with EU Framework Programmes, particularly in the governance of large-scale initiatives, is also essential. Applications must be submitted by 17:00 CET on 30 May 2025.
