Le rapport est le résultat du projet intitulé Europe- Afrique Quality Connect : Construire une capacité institutionnelle à travers le partenariat (QA Connect), qui s’est déroulé entre octobre 2010 et septembre 2012. Le projet a été conjointement porté par l’Association des universités africaines (AUA), l’Association européenne de l’Université (EUA), le Irish Universities Quality Board(IUQB) et l’Université d’Aveiro (UA), Portugal. Il est cofinancé par le Programme Erasmus Mundus de la Commission européenne. La section africaine de l’Association des Anciens d’Erasmus Mundus en a été un partenaire associé.
Les partenaires du projet ont convenu d’utiliser la méthodologie du Programme d’évaluation institutionnelle (IEP) de l’EUA pour tester sa pertinence dans différents contextes institutionnels et nationaux africains. La méthodologie de l’IEP est conçue comme un outil pour soutenir le développement stratégique des universités dans leur contexte institutionnel et national. Ainsi, l’évaluation de l’IEP n’est pas fondée sur un ensemble de critères externes uniformes. Elle consiste plutôt à évaluer chaque établissement selon ses propres objectifs et vise à faire des recommandations qui soutiennent son développement.
La méthodologie de l’IEP a fait l’objet de discussion avec les partenaires du projet et les équipes d’évaluation. Ils l’ont trouvée suffisamment ouverte et flexible pour être utilisée dans différents contextes africains. Le principal changement apporté à l’approche IEP a été de composer des équipes bi-régionales, en y incluant trois membres africains et deux européens.
Suite à un appel à participation, l’AUA a sélectionné cinq universités en vue d’assurer l’équilibre géographique. Il s’agissait de l’Université Ahmadu Bello (Nigéria), de l’Institut des études professionnelles (Ghana), de l’Université Kenyatta (Kenya), de l’Université de Namibie (Namibie), et de l’Université Omar Bongo (République gabonaise).
Les cinq institutions diffèrent les unes des autres pour plusieurs aspects, tels que, entre autres, la taille ou la relation qu’elles entretiennent avec l’État. Au-delà de ces différences, elles sont toutes relativement jeunes et ont eu à répondre à une demande d’enseignement supérieur accrue, dans un contexte où les moyens publics sont limités. Les équipes d’évaluation ont tenu compte de ces contraintes, et ont émis à l’adresse des universités des recommandations portant sur leur mission principale, leur gouvernance, leur gestion et leur capacité stratégique.
Les commentaires sur le projet ont été recueillis par le biais de deux questionnaires et de discussions lors d’un séminaire post-évaluation, qui a réuni les représentants des cinq institutions, les cinq équipes d’évaluation, les partenaires du projet et le Conseil consultatif du projet. Il a été globalement dit que la méthodologie IEP a très bien fonctionné.
