This report is a milestone of the EU-supported project “Transition to University Autonomy in Kazakhstan” (2017-2020) and focuses on the state of play of university governance and recommendations for the reform process.
This document is based on the work carried out in the policy analysis phase of the TRUNAK project (2018), in which the higher education system of Kazakhstan has been assessed based on an approach inspired from the Autonomy Scorecard methodology. The report presents the results of this analysis, and as such has informed the development of recommendations for ways in which the system can be reformed to bring about enhanced university autonomy.
